LEADERSHIP: Leading Officers in Harm’s Way
Instructor: Randy Watt
Description: “Leading Officers in Harm’s Way” a presentation on critical decision making and the rapid development of action plans once the “bullets start flying”.
- The time for making critical decisions is not when you are under the intense pressure of an emergent incident, but prior to that, in training and during learning events where you develop your leadership style and methodology. Education and training are critical to such development and will result in being better prepared to execute a decision-making model while under great stress. Understanding the dynamic environment of critical incidents and developing pre-incidents SOPs, whether for high-risk warrant services, active shooter situations, or hostage rescues, is critical to your law enforcement leadership capacity. Being prepared to recognize decision points during an event, as well as understanding the center of gravity to which to apply the main effort, are critical keys to your success as an Incident or Tactical Commander. Chief Watt will share his experiences leading police officers and Green Berets in harm’s way, as well as provide insight into the development of your critical leadership skills.
- Developing the qualities of a leader is an on going process. Leadership and Supervision can be synonymous. Chief Watt’s lecture format is one you won’t want to miss

Use of Force – Liabilities
Instructor: Herb Hood
Description: This class will cover Federal Law, State Law, Departmental Policy and Procedures. Moral – Ethical – Legal – Tactical aspects of training and the deployment of force. Articulation of force topics/reporting use of force incidents. Understanding the human body while under stress. Deadly force subjects. The importance of distance and physical barriers, contact-covered principals. Suspect pre-attack clues. The difference between submit or surrender. Attacking is not resisting arrest. The proper mindset. The importance of training outside your comfort zone.

Hostage/Barricade Resolution
Instructor: NASTA – North American SWAT Training Association *6 spots available
Description: This class is designed to discuss and perform the tactical principles needed to assist Incident Command and Operators in the resolution of Hostage/Barricade situations. Topics include deployment strategies, decision making/entry options, hostage rescue, manpower requirements, and the use of munitions and technology for tactical resolve. Scenarios will be conducted to familiarize students with the various options involved successfully resolving a hostage and/or barricade situation.
Student Requirements: Tactical Gear the operator normally would wear / carry during a barricade and / or hostage barricade – rescue operation.

High Risk Warrant Service Tactics
Instructor: Dayton PD SWAT *4 spots available
Description: Scouting of locations raid planning, and utilization of the tactics necessary to conduct high risk warrant service.
STUDENT REQUIREMENTS / NEEDS:Attendees are requested to bring Simunition weaponry and protective gear, entry / breaching tools normally used in team activations, shields and any other specialty equipment. This class is a great opportunity to get exposure to proven tactics in the discipline of high risk warrant service.

AR-15 / M-16 / M-4 Armorers Course
Hours: 16 (Class is scheduled Wednesday May 23 and Thursday May 24)

Description: The AR-15 / M-16 / M-4 Armorers takes the armorer to a whole new level of knowledge and skill. During this 2-day (16 hour) course the Armorer will get exposed to an extensive hands on curriculum. This program follows the manufacturers guidelines. Marksman/Observer Workshop

Description: This course will focus on field craft exercises concerning marksman observer operations to include insertion and egress for surveillance operations, range estimation, target identification, and common tactical principles surround marksman observer operations

Weapons Operator 101
Instructor: Phil Chaney – West Chester PD *12 spots available
Description:This period of instruction covers the major components such as combat mindset, enhanced marksmanship, individual tactics and gun handling skills that will enable the student to become a more complete and formidable SWAT operator. Exposure to several methodologies will also be presented throughout the lecture in order to create interactive discussion. Practical application in all the above areas will be provided during the live fire portion on day two.
The overreaching goals are to refine and expand the SWAT Operators knowledge of their weapon systems and their abilities to employ them, establish a strong baseline from which to build upon and, provide a clear roadmap for sustainment training.

2 & 3 Officer Room Entry Tactics in a Live Fire Environment
Please specify which date you will be attending on registration forms.
Instructor: Mike Jones, Alliance PD SWAT *11 spots available
Description: This intense, live fire class will be at the Alliance PD outdoor range and live fire shoot house. The focus will be 2 and 3 man room entry tactics in a live fire environment. Room entry tactics will progress from single room to multiple rooms and hallways. Targets will be reactive and must be correctly neutralized in order to proceed. this course stresses communications with teammates and situational awareness. The “crawl-walk-run” technique of instruction results in proficient, safe entry in minimal time, even with mixed agencies.
Student Requirements: 300 rounds of carbine, 100 rounds of handgun, normal operational gear providing the ability to carry extra magazines of ammo, Kevlar helmet, body armor with SAPI/rifle plates (loaners available), Range appropriate clothing, electronic hearing protection (loaners available), eye protection, water *11 spots available
Mechanical Breaching
Instructor: Ohio State Patrol SRT
Description:This Certification Course will cover the principles surrounding ballistic breaching operations.
Door identification and scout reports. The tools needed for mechanical breaching and have practical exercises on each. Including the ram, sledge hammer, halligan, bolt cutters, chain saw, quickie saw and rake and break. Ballistic breaching with practical exercises. Secondary entry points. Failed breach/barricaded door scenarios.
Student Requirements:Tactical Gear, Gloves, long sleeve uniform shirt, body armor, helmet, eye and ear protection. No weapons or ammo are needed for this course. (20 Students MAXIMUM)
Vehicle Assaults
Instructor: Ohio State Patrol SRT *12 Slots still open
Description: This course will cover the complexities of high risk vehicle assaults, narcotics buy bust operations and vehicle HRT scenarios. A valuable hands on course for the tactical officer, narcotics and tactically minded police officer.

Safariland Training Group Less Lethal Impact Munitions Instructor Course

Description: Over the past decade, training has become a major priority for law enforcement and corrections officers. At the CTS Training Institute —(“CTSTI”), we take training seriously, advocating preparedness before the worst case scenario unfolds. CTSTI is “A Force for Order” combining product tools with knowledge and techniques. It prepares the individual officer for the situation while addressing policy and procedure for the agency managing the risks.

This courses is taught on an 8 hour day basis and include classroom and range exercises. Information provided, will include history of the product, nomenclature of the product, use of force considerations, hands on applications for the product, training examples, and legal implications.

8 Day Course
The PepperBall Instructor Certification course involves intensive training in the use of the non-lethal PepperBall Systems, including operation, safety, maintenance, and deployment. This course certifies attendees as PepperBall Instructors for their individual agency, allowing the attendee to design a course in the safe and effective use of the PepperBall System.
The Instructor Course is taught by PepperBall Trainers with extensive experience in law enforcement and/or military operations.
The Instructor course curriculum includes training on:
- Basic safety guidelines
- Types of incidents for which PeeperBall systems should be considered
- Targeting for accuracy and safety
- Safe and efficient operation of PepperBall launchers
- Various PepperBall projectiles for live application, training, dye marking, glass break, impact only
- Correct deployment distances for PepperBall projectiles
Description: This Instructor Certification Course will cover PepperBall philosophy deployment and strategies and common accepted practices within the tactical community. At the conclusion of this block the student will be a certified instructor from the manufacturer.

Tactical Carbine M4 Deployment Techniques

Description: This Course will focus on the principles and fundamentals of long gun (M4 Platform) deployment as it relates to high risk tactical situations.
Student Requirements: Tactical Gear, Eye and Ear Protection, Long Gun (M4) platform, 500 rounds of ammo for M4, 200 for pistol.
High Risk Surveillance / Decoy Operation
Instructor: Columbus PD S.W.A.T. * REGISTRATION CLOSED - THIS CLASS IS FULL
Description:
This 8-hour block of instruction will cover the principles needed to conduct high-risk surveillance and decoy operations. The first half of the course will be dedicated to conducting and supervising robbery stake-outs and high risk surveillance and high risk arrest details. The second half of the course will cover how to set-up and respond to decoy operations. Both sections will include a briefing, practical, and debrief.
Valuable training for SWAT and officers assigned to Detective Bureaus and Narcotics / Vice Units

Response to the Active Shooter
Instructor: Columbus PD S.W.A.T. *REGISTRATION CLOSED - THIS CLASS IS FULL
Description:
This 8-hour block of instruction will cover the history and the principles of QUAD (Quick Action Deployment) for response to the active shooter. The first half of the course consist of classroom instruction using 3, 4, 6 man formations followed by practical exercises and debriefing. The second half of the course will consist of SAFE (Safe Avenue for Escape) which will train the students how to extract the injured and create secure evacuation lanes following an active shooter.
Valuable training for ALL officers, regardless of assignment

Tactical Emergency Medicine
12 HOURS OF CONTINUING EDUCATION CREDIT WILL BE ISSUED WITH THIS PROGRAM
Instructor: OTOA TEMS Cadre
Description: This dynamic 2-day program will focus on the principles and practice of tactical emergency medical support. Didactics, live action scenarios, and medical simulation will be utilized. The program will end with a 4-hour defensive tactics class.
Student Requirements: Open to all levels of experience. Minimum certification of EMT-B is require. Please bring all of the protective and medical gear you would normally utilize in training or call outs (vest, helmet, gas mask, etc.) No weapons of any kind. 12 HOURS OF CONTINUING EDUCATION CREDITS WILL BE ISSUED FOR THIS PROGRAM.

M.U.S.T. Shield Instructor

Description: This class is designed to train the LE Officer in the proper use and deployment of the M.U.S.T. Shield and prepare the new instructor to properly train future operators.

Canine Operations
MONDAY, May 21 : Discussion on the integration of a K9 Team into the SWAT Team. Discussion and practical lab with K9 First Aid. Discussion of K9 Liabilities while engaged in a SWAT mission.
WEDNESDAY May 23 : Morning Session: Tactical Tracking, Afternoon Session:Open Air / Area Searches
THURSDAY May 24 : Morning Session.: Vehicle Assaults & Extractions, Afternoon Session:Tactical Building Searches and Room Clearing
Instructor: Tim Pappas and John Neal: Cincinnati Police
Description: This course is designed to provide hands on training for K9 handlers including the benefits of integration of a police K9 within a SWAT or Tactical Team operation.
This course will expose the police K9 to situations that are not normally able to be offered to to departmental logistics or the simple lack of acceptance of K9 handlers.
This course is open to all K9 handlers. This course introduces and addresses K9 integration into SWAT.
Student Requirements: K9 Handlers need to bring their K9 partner and all related equipment they normally train with. (12 K-9 Teams MAXIMUM) * 6 Open Seat Remaining
